There is a water leak under the concrete at the East pool, it was discovered yesterday so the water had to be turned off and that pool is presently closed.
A plumber is going to have to tear up the concrete to repair it. Expensive!
College Greens was built in 1963 and this type of underground water leak has happened three times recently. That's what happens when you have 56 year old underground plumbing.
Oh well.
Sadly, there is also some graffiti at that pool. This is also happening more lately. If you see anyone painting graffiti call the police!

Well, at the College Green HOA annual meeting held in January at the East pool we failed to reach a quorum, so the annual meeting could not be held.
If you have a ballot in hand and you have not sent it in please send it today. It was in a 9x12 white envelope from Stonekastle community management. You have to put a return address on your return envelope, put the ballot in the internal envelope, and then put that in the return envelope which to be valid you MUST sign.
If you have not returned yours the next meeting is on Wednesday, 2/25/15 at Stonekastle.
Please send it in, or if you want you can come to the meeting and turn it in there at about 6:00 PM.

First Bank is being taken over by Union Bank in November 2013. Or at least their HOA Online Pay service. This is the convenient online HOA dues payment system we have been able to use.
All these consolidations, companies buying their competitors. Does this all bother you as much as it does me? This has been going on for a while, and at some point there will be two banks, two supermarkets, no competition. They'll really have us then. It's not a good thing!

On Friday, November 22, 2013, First Banks' Association Bank Services (HOA) portfolio will be acquired by Union Bank. First Bank's HOA Online Pay service will be disabled at 12:00 p.m. (PT) and assessment payments will no longer be accepted through this website.
On Monday, November 25th, once the conversion to Union Bank is complete, you may log into Union Bank's HOA Online Payment site using your current Login ID and the temporary password that Union Bank will send to you on Sunday November 24th. Union Bank will send you an email describing the process on November 12th.

NO PARKING ON THE NORTH SIDE OF TOPAZ LANE TOMORROW TUESDAY
There are "temporary no parking" signs placed by the City of Fullerton Street Dept for Tuesday, July 16.
It seems this might be an attempt to run the street sweepers through there, that street rarely gets street sweeping because of cars parked there all the time. The city is trying to get some maintenance done!.
Be sure to remove your garbage cans promptly by midnight on Monday nights so they are also not in the way.
Garbage cans must be placed out of sight in your garage or behind your fence unless it is Sunday or Monday which is our collection day.
They have to be back out of sight by Monday night. I notice a number of them were still there Tuesday night this last week.
This is a Fullerton city law, nothing to do with College Greens, the City Code Enforcement can fine you if your cans are visible.

By the way, in Fullerton we get unlimited free bulky pickup, so items like beds, furniture, etc. will be picked up by MG Disposal free!When should I set out my trashcans? Are there any restrictions?

I think they take dues payments as well but it's easy to send them to the bank that we used before.

Dues payments coupon books are received.
You should have all received a coupon book in a blank white envelope last week or maybe on Saturday.
Looks like junk mail, so watch for that!
This is the payment coupon book from First Bank.
They have a convenient online payment system where you can make your payment online on their website at no cost, even at the last minute and it won't be late- it's posted the same day or on weekends the next business day!
I did have to register my new account number, it's not the same as we used before. But my login credentials for their site still worked.
It's easy and I recommend you try it. Save a stamp!
Personally I get a small pleasure out of not having to put a stamp on an envelope. Yeah, I realize that is the attitude that is causing the post office to go broke, but I can't be responsible for that! I am no Luddite.

The annual meeting was held tonight.
There was a small turnout, I suspect including the 5 board members only an additional 5 or 6 homes were represented in person at the annual meeting.
Ah, cmon! It's just one evening a year!
Apathy! No one wants to get involved. Myself included.
The ballots were counted and the 5 top vote getters are as follows:
78 Laverne Boyd
37 Richard Forbes
34 Bob Wartenbe
34 Donna Vargas
27 Mark Carlton
237 total votes, divided by 5 that is 47.4 homes bothered to vote out of a total of 70.
Notice that Diane McAlpine is now off the board.
Though Diane and I do have our disagreements I have the utmost respect for her.
She worked hard and was very effective on the board.
Also of note is a new management company is replacing our old one, CMC, after one year. The new one is StoneKastle Community Management.
On another matter dues are being increased in March 2013 another $5 to $240.

The annual meeting and election of officers is coming up.

Everyone please pencil that in and plan to be there. Last year there was a very small turnout. Lets all show up this year!
Incidentally, the dues are being increased again, in March (I think).
As you recall that was increased last year, now we have annual increases?
We never had or needed that in the past.
But I guess with all the *optional* upgrades and maintenance, it's evident "new era" board needs the money. From us!
After all, someone has to pay for the management company, the upgraded maintenance, all that has a cost. It's not all bad, the condo project has never looked this good.
But there is a cost to all that and it's coming from us.

The board is spending $5,000 of our money outside our fence.
Did you see the post below, where I wrote that Diane McAlpine had gotten bids from contractors to pave the parkway area along Bradford? The dirt between the sidewalk and the curb.
The part we can't see and it's outside our fence.
I don't think anyone has ever suggested it was our responsibility. It's completely different from the parkways on Topaz and Sapphire that we have maintained and that we do look at.

Apparently the board on a vote of 3 to 1 are going through with it, and spending $5,000 to pave that area. It was apparently voted on at the last meeting on 11/20/2012. It was called a "trip hazard".
It's outside our fence. We can't see it, and we have never maintained it or taken responsibility for it. Now is not the time to start. Why should we take responsibility after 40+ years? It's a bad precedent.
I understand the city planted the trees out there a year or two ago.
If there's a hazard it's not *our* hazard, especially if we don't know about it or do anything about it. Since the last work on that area was done by the city any liability is theirs. Which is much better than it being ours!

I called the city and asked them to take over maintenance of that area. I didn't pursue it with them because, well, I am not on the board and it's not my job.
But heck, I don't want US to take that area over and be responsible for it forever!

I got the last newsletter which says we have been threatened with a lawsuit but we were not told by whom or over what issue.
The newsletter said it was a board member who has threatened us and it's NOT Diane McAlpine, Mark Carlton, Donna Vargas or Richard Wartenbe.
That leaves only one board member, Laverne Boyd. Process of elimination. Seems childish to me.
The newsletter didn't say why but it did say we have (the board has) paid several thousand dollars of OUR MONEY to lawyers over this.
Whatever for? Advice? Consulting?
My opinion is if they might have to have a special assessment (like collecting $1000 from each of us) we deserve full disclosure of any issues that are material to the owners at College Green. If we will have to pay to defend a lawsuit the law requires such disclosure.
And nothing less that full disclosure. In fact there is caselaw on this. Read it for yourself:

That pesky spot of bare land outside College Greens...
Along Bradford, between the sidewalk and the street there is a spot of bare dirt. It's about a couple hundred feet long. About 6' wide.
It has been bare dirt since, well, 1963 I think. We have never maintained it, and we don't have any access to it.
It's sure not the same as the parkway along Topaz which we have to look at and have landscaped, watered and mowed since well, 1963.

There has been a proposal to pave it at our expense at a cost of $6000-$9000. The board got a quote from a company to pave it.

Laverne Boyd is the top vote getter

It seems hard to understand how Vern could have gotten more than twice the votes of the next board candidate but that's what happened.
Does this indicate dissatisfaction with the "New Era" board?
Bob Wartenbe tied with Donna Vargas for last place and resigned leaving Donna Vargas on the board.
So the new board is Laverne Boyd, Mark Carlton, Diane McAlpine, Donna Vargas and Richard Forbes in no particular order.

The online payment site provided by CMC Association Management
I have been trying to pay my dues online for about a week.
I haven't managed yet.

Which is interesting in and of itself.
This dyndns.org url indicates a web server running on a residential or otherwise dynamic address, like a DSL line. Can a server running on a DSL line be trusted to process financial transactions?
I don't think so.
That's odd. Personally, I wouldn't login there. No worries though, since it's asking for a username and password neither of which I have.
So that's a little interesting. A way to judge the reliability of an organization, I'd say.
I then clicked "online payment" on the "online services" menu. It asked me to put in the first 5 characters of the association name. I put in colle. Error, not found.
Now, I spoke to Veronica in accounting at CMC a week ago when I had this problem and she said it would be fixed the next day by noon. And it's been a week.
So I guess I will have to get a stamp. This is one of the very few stamps I have had to use in the last year.
I understand this is technical stuff that web guys know about. Surely not everyone knows what dynamic dns as regards webservers is, and why would they? But this stuff as it's set up on the cmc association management website is kind of hokey. For financial transactions, that is.

Election material I received
I got this election flyer today about the hoa board elections. As you know the elections are in about 10 days on January 26, 2012 at Topaz school.

We have a management company!
After all these years of self management we are now with a management company. I heard nothing of this until I got the letter a couple weeks ago. This was sudden in my view. You may recall this was discussed a couple of years ago, at that time the "New Era" board ran on the platform of "self management" with no outsourced management company involved. You can probably scroll down on this page and see that where I posted it.
So now we have to pay our dues to CMC management instead of that bank, or with those coupons.
Don't pay with those coupons anymore!

Elections are almost here
It's almost annual HOA meeting time. The meeting and election is Thursday night, January 26, 2012. You heard it here first, at least online!
As usual the meeting is at Topaz School at 7:30 PM.
You should have received your secret ballot from The Ballot Box, an orange paper.
If not call them at 888-558-2887 and ask for one to be sent.
Running this year are the usual members of the current board running as a group, "The New Era" board.
Throwing her hat in the ring this year is Laverne Boyd, the former paid board secretary and association manager.
As usual you can vote for 5 candidates, or if you are so inclined you can vote all 5 of your votes for one candidate. Stuffing the ballot box, so to speak.

AT&T DSL at College Green
As I mentioned I signed up for AT&T's DSL internet service.
It turns out there are 28 subscribers to AT&T DSL at College Green, and they are all slow, 1.5 MB. That's nearly half of us, as you know there are 70 homes in College Green.
If you are one of the subscribers please go to AT&T.com and click internet, and upgrade.
Ask them to upgrade your speed. It's the same price, there is no extra cost for faster speed than we are getting here, so since it's the same cost why wouldn't we want faster?
We do want faster, but AT&T have made a decision to not offer faster. So since it's the same price AT&T is essentially shortchanging us.
So ask for Uverse and click "Research my Address" as I mentioned before. There's no commitment or cost, but this puts a lead in AT&T's system to make them think they have a potential customer here.
If they get enough leads maybe they will fix our DSL like they did to all the blocks around us. For example, the Pines apartments across Topaz to the south gets up to 12 MB speed from AT&T. We get nothing.

AT&T DSL at College Green
I got AT&T's DSL service, and as advertised it is very slow.
I get 1.3 MB downloads.
They can fix it but AT&T needs encouragement. Please do what I said in the previous post to tell AT&T that you want their Uverse, you don't have to take it or sign up, just feign interest.

They can fix it but AT&T needs encouragement. Please do what I said in the previous post to tell AT&T that you want their Uverse, you don't have to take it or sign up, just feign interest.

AT&T DSL at College Greens
As I mentioned below I have been trying to get AT&T DSL, but they only offer *slow* DSL here and no UVERSE.
Please go to the AT&T site I mentioned and ask them for DSL service and UVERSE service. I talked to a phone man doing an install at the apartments across the street from us who said we should be able to get 6MB but AT&T only wants to promise 1.5 MBPS. Slow!
Please help by feigning interest in UVERSE and DSL from AT&T.

AT&T hasn't done anything yet. Please go to

Click check by your home address.
This tells them you are interested in UVERSE TV and faster DSL from them.
You don't actually have to want it or pay for it, just check your address for availability.
After they check and tell you only slow service (768K-1.5mb) is available then click "Research my address". Fill out the form and click submit.
AT&T is $14.99 a month for 3 mb service if it's available. Cheap. But they apparently need to do some wiring. This will help them justify that by the expression of interest. If they get enough interest they can improve things.
